filler to lay over bare metal

i keep hearing a few different things is it best to lay kitty hair reinforced mud down first on bare metal or just straight mud. i heard that the kitty hair promotes shrinking.

Best thing to do to bare metal is epoxy prime it let that dry then put a coat of kitty hair finish off with 2 part flowable putty........
