Removing rubber coating

ok im smothing out my dash and iv done the same dash for a friend and we noticed thet theres a rubber coating on to of the plastic. im wanting to know if there is a way to remove the rubber it some sort of cemicale so i dont have to sand it off. we we did it last time the rubber was such a pain to sand because it just balls up and then the sandpaper just rolls on the rummber. its like a paper thin ruber coating if that helps.
