cutting fenders for toy bumper

I know i have to cut the fender on the bodyline to get the bumper to slide back all of the way.My question was when i cut it,do i cut the whole bottom of the fender off from the bodyline down.I was setting it up there yesterday and it looks like that is the way it should be.Any help would be greatly appreciated.

what you wanna do is cut the L shaped filler panel off the bottom of the grille then re install it and then use that as the referance point for cutting the fenders id cut alittle low and roll the edge under for a clean look

there is a bracket on the bumper about 3.5 inches down from the bodyline and i cant get it on there because the fender is in the way.thats why i thought i might have to cut the fender off from the bodyline down.
