buy a new swing arm powdercoating is a bitch to get off and you will mess up the swing arm in the process

Its called aircraft stripper or aircraft remover. it will take it off. i think i got it at the auto paint supply store. Comes in a spray can. i have used it to strip powder coat and it does work.
hope this helps.

yup i do powder coating and all i use is an aircraft paint stripper. BUT if its a 2 step color ive found out its a bitch to remove. the powder coat doesnt let the stripper get under both coats to lift it.
