How to clear over bare metal?

I am painting my Harley Bobber project. I am wanting to clear over bare metal on the tank and fender. I want to have some painted areas around the bare metal. Would I just use a clear sealer, then clearcoat the whole thing, then scuff the whole tank, tape off the areas to remain bare looking, spray the color, pinstripe, then untape the areas and cear the whole thing?
