notching the frame just means extending the spring pocket cut, and it gets to be a little excessive. I had notched lowers on my truck. All my pics were lost with the s10 forum gallery though. But yeah, u basically cut off the high spot in the arm so its all flat. Make a template to fit the hole, then cut some plate and weld it in. You can do a quick job in an hour, or take a bit more time and grind it all smooth and metalwork em to look nice. I always weld from the top, and on the inside as well.

Found some pics on s10 forum. from Layinbody31's truck:

He notched the lowers on the side too, so the shock could be moved in for more turning radius.

i did the same thing illblazer did to my cutlass lowers (same as S-10). just wack off what hits with a cut off wheel and plate it. you may have to "pie" cut your upper control arms (to change ball joint angle slightly) if the upper ball joint binds when you drop it, but dont get to crazy with it and make sure to reinforce it after you get it where you want it. Thats all i had to do to lay out.
