94 full size with spindles. wheel size?

I have a guy that wants to bag his 94 and use spindles, but he wants to keep 15" steelies. Will they rub?

i had 17's, and 18's on mine with spindles, and bags.. and yes they rubbed so bad it would knock the wheel weights off the rim on the inside. every thing works fine with the 20" rims
