88-98 duallys w/ 19.5" rims

this ? is for a buddy of mine....can a 88-98 Chevy dually lay flat frame w/ 19.5" rims, and leave the stock front fenderwells?thx in advance....if so, what size tire would he have to run?

As far as I know there are no low profile 19.5" tires made. So the answer would be no. He should be able to lay frame w/ front fenderwells on a 19".

ok im new to the dually thing....who makes 19" dually wheels, and also the tires??
