whats wrong with my valves

I have 3/8 smc valves. My dump valves will click, but my fill valves wont lift or click. I bypassed switch box and still does the same. ground is good(same ground as dump valves) whats going on. every once in a will it will work fine.

any ideas. could the air pressure prevent valves to open. Im only running 145psi. WTF?

take the clip of the top of one that is working slip the solenoid off put it on the one thats not working.if it works its eletric if not its the orifice.
