1987 ford bronco II wont start

i drove my bronco II pretty low on gas but i didnt run out i turned it of when i got home then later went out to drive to get gas and it started but ran rough and sounded out of gas then died. i went and got gas and filled it with about 3 gallons and then it still wont start just cranks and cranks but no start and it is getting gas and has spark what could it be anyone had this happen

can you hear the fuel pump kick on?

it maybe getting gas, but is it the right pressure? they have 2 pumps, sounds like 1 could be bad.

yeah i hear the fuel pump come on and it is getting pressure cause when i push down the schrader valve on the fuel rail the fuel squirts out and it is re pressurized when i turn the key on again... any other thoughts?
