crossmember question

i already re-hung my gas tank,notched the crossmember that goes under the cab from the gas tank to the muffler,but i still cant lay because there is a peaice on the bottom of the cab it looks like a peice of sheet metal that hangs down,can i just cut that crap out?

its an 89 toy
