88-98 Fullsize Chevy upper control arm????

I just removed the inner fneder sof my fullsize and realize it still won't lay all the way down in the front. When we bagged the truck we notced for the lower control arm. I looks like the upper control arms are holding it back now. Is it normal to notch the upper control arms? It also looks like the bag is compresed as much as it will go. I'm running 20" wheels on the front and still have an inch and a half before the fram hits the ground.

I have already notched above the lower arm mounts and the tie rods. Looks likt I get to do some more grinding tonight. Thanks for the help.
