Most of the material that we use is measured on the outside, because that is the dimension that matters most. (material that is measured on the inside is usually used for fluid transfer of some type- ie. water pipe.)
So a piecs of 2x3 would measure 2" by 3" on the outside. The inside dimension would depend on the wall thickness. The most common wall thickness for frames are .095 or 3/32 .120 or 1/8 .188 or 3/16 and .250 or 1/4To calculate the inside dimension you would subtract 2x the wall thickness from each length.
tubing width - 2 x wall thickness = inside width
example-2 - 2x .120 or 1/4 = 1.750 or 1 3/4
This really is something that many beginers are not aware of. I personally remember wondering the same thing.
