powdercoating is the same prepping procedure as regular painting in that every flaw will show up. if the existing powdercoat doesn't seem to have many flaws, i'd just wet sand, but if you do need to remove material, just make sure you finish with a nice high grit. also the color choice will affect how high of a grit you want to go. Eastwood company makes this stuff called "almost chrome" that i have used, and i went all the way to 800 grit due to the extreme shine and translucent quality of it. But are you actually going to powdercoat this yourself because it really isn't that hard.
