i need to know how much over the top of the frame i need to make the notch to have it lay on 22s the truck is 69 chevy and should i use 2x3 or 2x4?

Make sure your frame is perfectly level. Make sure the ground is also. Measure from the ground to the bottom of the frame. Figure out the overal height of your wheel and tire and divide that by 2. Add that to your first measurment (from the frame to the ground) and that is where the center of your axle will be. I would allow about an inch higher if you can, or more.

i dont have the wheels and the frame is sitting on the axel waiting to get hacked

Do you know what size tire you are runnin? If so, look at discounttire.com, they have a section where you enter your tire size,and it tells you all the dimensions.As long as your frame is level or close to it, you can still take measurments from it.
