1969 Cadillac Fleetwood Questions???

Buying a 1969 Cadillac Fleetwood. Went to get it last night and ran into a few problems, seemed to get everything fixed for the most part except one thing. I can't get the passenger side rear wheel to unlock/rotate. Just drags when i pull it with the winch. Any ideas?

I have 72 Cutlass that did the same after being parked for some years. I just tool the back wheel off, and used a hammer to beat on the brake drum. I guess the pads were just froze to the drum or something.

i believe the parking brake on those cars is vacuum operated.

James I was wondering about that but was not sure, so if it is vacuum operated and it is stuck on what should i do to release it. Also would the parking break just lock one of the back wheels instead of both?

its a cable operated e brake so its most likely just frozen up.
