Register it in a small town is my only guess. Some towns don't have to go to emissions. I registered my old truck in my grandpas town

i dont know about getting away with not having the equipment on your ride, but i know if you pull a vacumm hose off before they sniff your tail pipe it will make your harmful emissions amount lower.

In the PHX valley area you have to have emissions. All the vehicle has to do is meet or be better then the emission stadards of the year of the vehicle.

You can register it out of town if you have a place to prove that you could live and get mail to like a bill is the only real way to get around it. I used to live up north and my dad computed to gilbert area and he got pulled over once and got a ticket for not being registerd for PHX area all of his paper work was for the town we lived in and have smog testing. Reason being they say if you compute to the PHX area more then X amount of times a week then even if you live out of town you gota have emission done since you are driving and polluting the PHX air. Sorry for the log story just giving some insite.

i think as long as the motor going in is newer than the truck you are fine, and you still need all the emissions crap on the new motor....
