do upper bag cups have to be bolted in?? or can they just sit in there??

Well whats going to hold them in when you take the weight off the wheels? If you don't bolt them in the bags will move around and rub on something and they will clank around when you hit bumps. Thats how I could tell when my buddies were coming lose on his S-10. When we looked, sure enough they were lose and the bag slid over and was rubbing on the frame.

depending on the setup and the truck, it often works well to cut the cup off all together and make a bracket with a gusset to mount the upper portion. looks really clean too.
