Ummmmm You talking about turning down the torsion bars enough to rest the truck on the bump stops?
If so- find the end of the torsion bars-- one on each side (left and right side) connected to the lower control arm.. (the other end is about under your legs if you were sitting in your truck) there you will find the adjustment spot.. un-do the stop nut, drive the bolt looking do-hicky in the lefty lucy direction, re-tighted the stop nut when you think you are low enough.. 'helps if you are in the air some way (jack, lift, or even drive up onto the curb actually works quite well)

if its to pass an inspection,just mount the bumpstop above the control arm coming off the side of the frame with an adjustable screw in type bumpstop so you can adjust it to go low when you want it to.look at some of the 4 wheel drive sites,they use this style alot.
