fuel regulator

So i'm 99 percent sure my fuel pressure regulator is bad.... i have no fuel coming down the return line at all anytime... I tried grabbing one at the junk yard but no luck, it didn't work either, figured it's probably been sitting for a while. Anyways i have pressure before the regulator but none after, my question is, they are about 40 bux new where i've found them plus shipping. I saw one for a california truck on closeout for like 15, Is there any difference on the regulator of a cali emmission truck? Also, i've thought about getting a universal adjustable one because a chrome one is about the same price- it would clean up my engine bay too, has anyone had experience with these? thanks in advance for any info
