What I do when I powder coat is I spray the color and then bake it. Then when I get the part out of the oven I shoot the clear when the part is still hot. That makes the clear stick to the part better. Then I bake it again and it makes it super shiny.

You can do two color powdercoating, you don't need to use an automotive clear on it after you powdercoat the color. I just don't know how they do it either, but I would guess since the part would still be hanging from the rack that grounded it, it would still have that contact and still be grounded.
Everything I had powdercoated for my rear suspension was color with powdercoat clear over it. Both a metallic aluminum-like silver, and a solid gray.

Different question on the same lines. Can you do the clear coat powder coat over aluminum parts. My case, I have a Crew Cab Dually with 22"alum. Alcoa rims on it. It sits outside and I was considering having them clear coat powder coated. The truck is outside always and over the winter the alum dulls really bad, dogs in the neighborhood piss on the rims. And I hate polishing. It's just really hard to keep them looking good. Chroming is out of the question, but has anyone tried this. Does it fade or grey up the aluminum underneath after its been baked? thx
