go onto yotatech.com and look up the long built thread of the member "targetnut" he has an orange 92. he made a new upper and lower intake, used non-turbo supra injectors and fuel pump, mapped his own ecu with a megasquirt setup, did alot of head porting, new pistons, 70mm alfa romeo throttle body, a non turbo supra MAF sensor, and a big cam. his setup, he estimates to be about 180-200 at the crank. which is about a 70-80% increase over stock. he also went to a W58 tranny for better gearing.
also, as far as speed limiter, i dont know that these trucks even have one. the fact they have 116hp, 25" tires and 4.10 gears seems to make them run out of power or gearing around 115-120. thats about all my 92 could pull. it had a k&n and a decent exhaust. stock motor and tranny. i would say LC or Jet performance would be able to help you though, they can reprogram yours. JET does nice work ive heard. dont bother removing the rev limiter with a stock cam though, it dies off around 5200.
so...really, what all are you wanting out of an ecu change? more fuel? the stock setup doesnt benefit much from that, since its air coming in and going out is more of an issue. i would suggest a nice header (pace setter 4 into 1 is cheap through summit, like 120 bucks), a high flow cat of 2.5", a 2.5" muffler, and a simple system going all the way out the back. its a good balance of back pressure and air flow. another big help is do a 3" cold air intake. you can get the stuff to make your own at schucks from the brand "spectre". 45*s, 90*s, couplers, ect. they also have an adapter to put a yota style MAF onto the tube. i have somewhere a list of interchangeable MAFs with a larger inner diameter. although many look alike, the wiring order into the plugs is different on alot of apps. at that point i would be looking for a mild cam. and gasket matching the intake manifold, and the head at the intake and exhaust. the next step after that would be bigger valves. you can get another head and have all that done up and ready so its just a swap. more than likely the bottom end is in good shape, but a fresh oil pan gasket and front cover gaskets wouldnt hurt. do a timing chain and a water pump while youre there for cheap insurance. another thing people have had nice results with is the DUI (davis unified ignition). its a new distributor, which uses a V8 chevy cap/rotor/coil-pack setup. it eliminates the stock coil and igniter. has a better ignition curve as well, so it takes advantage of the other things you've done to it.
i would personally do those mods in this order:
1. exhaust system
2. cold air intake/bigger MAF
3. DUI distributor
4. gasket matched setup
5. bigger valves and a little head work
let me know if you want any more info. you might not have to turbo it to get some respectable power out of it. dont let guys who say "22Rs are weak" ect ect get to you. some of them have sports cars, others fullsizes with V8s, others just like to cruise. nothing against any of that. these motors can be pretty nice once they have some work done.
one more thing, about the exhaust. i have a pace setter header on my 78, it goes into the 2" collector reducer it came with, into 2 feet of 2" pipe, into a 2" dia x 28" long cherry bomb, then steps up to 2.5" for a section about a foot long and has a turn down aim out the side. it ends about where the front of the leaf is. i also have a weber 32/36. stock otherwise. it pulls real nice, sounds good, but it needs more back pressure to keep it from doing the gargle sound when i downshift or let off at revs. ill probably have the system jump over the frame and out in front of the tire. that should be enough. if not, it cant be worse.
