Voltage Problem

I'm having a voltage problem on an 01 blazer. I have tested the alternator on the truck and it is overcharging putting out 16 volts. I have take the alternator off and to 3 alternator shops, and it is cheking fine. What could be causing the overcharging or what do i need to check next?
