How would you guys suggest the best route to getting this effect?

My first thought was to just scuff and paint with a tinted clear like normal, then give is a light sanding with some 2K paper and leave it be... any ideas?

and will be doing the head and taillights, pros and cons to doing headlights?

here is something that i'd like to achieve..

I had my headlights on my ranger tinted darker than that. But it was a glossy black. I could see with mine, just had the silverstar ultra bulbs in them and ran the on bright all the time. But if you have any trouble seeing at night, i wouldnt do it. It does shine, but no where near a nontinted light of course

(also if you have any friends or know anyone in the paint business go to their shop and see if they'll pour you off a two ounce touch up bottle for like ten bux.)  another thing you might do is just go to like michaels crafts or something and see if they have something to acheive that effect. you never know. you could find some kind of satin black plastic tint spray or something weird for making crafts ya never know!
