04+ f150 bags and wheels

a guy i know is wanting to bag his 05 f150 to lay rails on 24s. ive done a ittle readin and know that the booster has to be changed and the lower control needs to changed as well. what else is involved and what other parts will be needed to make it happen up front?
can the gas tank be moved to back of the frame or just raised wher its at?
 
 
what offset is needed for a 24 to tuck?

i laid one out on a 22 and used all the factory stuff on the front. the gas tank touchs the ground when laid out but does not hang below the frame.  What size tire is he gonna run i was running a 265/35/22 which was 29.3 inches in diameter. Now if he goes with a 285/30/24 that diameter is 31.89 he probally would need to change anything in the front as for suspension and possible booster.
