switching wheels

Alright guys got a question, if i  have a 20" wheel 8.5 inches wide and a +38mm offset, and the wheel im switching to is a 22x9.5x+38mm where would the extra inch come into play? im assuming that it would make the wheels exactly an inch wider to the outside? thanks guys
