I am shaving a tailgate for a guy and it has bedliner on the top which is no big deal. In the past i have just used a wirewheel to take it off because i am repainting it anyways. But he also has the bedliner on the side rails and wants that removed, does anyone know of a way to take it off without damaging the paint?

usually the paint is sanded off to get bedliner to stick so its probably already messed up

It may peel off. Just depends on the prep job before it was sprayed.. But usually it's gonna be sanded really good and thus messing up the paint.

if its a line x, good luck, but if its a cheaper one, power steering fluid made mine peel(rhino)

Doesn't power steering fluid also strip paint? Or am I thinking break fluid?
