Is there a maximum distance from the axle centerline the link bushings can be. Of course the tires are one limit, but I think I read that 7" was the max but I cant find anything now that clarifies this.

It's all going to depend on how you are setting up for your instant center, as well as proper bracing.  Currently on my frame, my lowers are close to 7" below the centerline, can't remember exactly, but I still need to go back and plate them some more

The limitation that I use is the legal limit of "nothing is to hang below the bottom lip of the rim." That way if you get a flat, the bushings don't drag on the asphalt.
