Wiring up horn button on billet steering wheel

I want to wire up my horn button on my billet specialties wheel but I can't figure out how to hook it up since the wheel turns. Plus when I did have it working the thing shocked me every time the button was pushed. I figured I'd ask the experts here for suggestions!
