Not sure but I think somebody makes a tapered sleeve that goes into the spindle to make it all the size of the smallest part so you don't have to drill it.  Is this right?

^ They exist, but usually for larger tie rods, like on fullsizes. Your best bet would be to drill the hole out to the larger size, and skip up to the next common size hole, like 3/4" 7/8" or 1", so that you can sleeve the hole with a piece of heavy wall DOM that matches the bolt size you want to use.
