If you plan on lowering it 73 is the newest you want. in 74 they made some changes to the front suspension and it takes a bit more work to get it lower than 2-3 inches out of the front. Supers tend to have a shimmy/shake issue with the front. Plan on replacing just about EVERYTHING up there. Struts, bushings, tie rod ends... maybe even the steering box. The shimmy issues happens at certain speeds, each is different. Mine is between 43-47 mph, some are a lot worse. The front end starts shaking and causes the wheel to start shaking. That is something i would look at if you are able to test drive it. If it has a few rust spots it has more. Look at the floor and the heater channels. Maybe even the front area of the pan too. Without pics it is hard to estimate a price. I paid $1500 for my 74 and it was in great shape. From what I have been told by some VW people ours was worth around $2500-$3000. I have seen restored Supers go for $6000. Mine had no rust. Kind of ran, and the interior has some flaws.
