Back registration question

So I heard if your vehicle has back registration you can salvage it out an not have to pay the back fees. Does anyone have any info on this

 You might want to post what state you are in as DMV laws vary state to state.............

in cal. you can sell but back fees go to new owner or if you leave state fees will pile up and if you want to re reg. in cal even if reg in another state during that time fees still apply........ but up to 7 years then they fall off of record
