Passing emissions is easy... follow the rules. A couple quick ones are... the motor you are transplanting has to be the same year or newer than your vehicle. The motor you are transplanting has to come from a similar size vehicle. Basically if you plan to swap a V8 into a 98 S-10 it would need to be a small block (not a big block) and it would need to be out of a 98 or newer vehicle. If it is fuel injected (which a 98 S-10 is), it needs to stay fuel injected. Now those are the rules, but I am not sure how they enforce them. They will look for all the emissions equipment though, so plan on keeping all of the stuff from the donar car/ truck. Fuel cells are just fine, but you need to run the correct type of venting, cap, and charcoal canister stuff. Or just go the easy route and register it outside of maricopa county.
