There is an option to report this and force shipment . Ebay will email him and force him to either return all payment and forfeit listing charges or simply ship it and wait for feedback . If you paid with Paypal you truly have the upper hand . Just file a Claim - If he chooses to ignore , Paypal will take the money directly from him Bank Account on file without anyway for him to stop it .

Now if he chooses to fight it , he will still lose and funds will be removed from his Bank-Account . Most likely filing a claim through Paypal will give him 5-7 Days to decide either Refund/Force Refund or ship it before then .
