Running 4 22s on the rear of my 95chevy,was wanting to link, notch and swap a c&c rearend in,will the frame need to be shortened to clear the inner wheels?

The frame will need to be narrowed if you are going to install the C&C rearend and the inner 22s. You will also have to move your link system inside the frame rails for clearance on the wheels.

How many inches does it need narrowed?my inners are 5"away from the frame now,I was thinking the c&c was 4"shorter per side

The amount you narrow the axle all depends on the width of the axle that you start with. The narrowest C&C rear axle is 44" plate to plate and is 8" narrower than most stock axles.

Only 1" clearance is not a lot to allow for articulation of the wheels from left to right. I know every truck we have done the frame rails have been moved inwards for clearance.
