Just like they said...its basically the same thing as working with a plain steel bumper. You obviously have to grind down/off the chrome on the areas you plan on welding on.
I'm currently doing this on a 67 chevy c10 bumper. I'm shaving off the bolts, bringing in the sides, and actually taking two sections out of a spare bumper and filling in the center where the original plate goes.
When shaving the bumper bolts, I don't use the original bolts. I like to enlarge the hole, taper/countersink it, and use machine screw style bolts so they sit on there almost flush, then tig weld them up, and grind smooth. Then if you want it chrome, go get it re-chromed.
For the fog lights, use round tubing thats slightly larger then the actual fog light you plan on putting in there. Cut the holes for the tube to slide in, weld it up, and grind it smooth. Its pretty easy to do.
