Alright here's my problem my wheel wells are cut out, I have pathfinder wheels with 50 series and it wont lay? And bags of course, and the problem is not the upper brackets being up high enough. I took my bags out and it still won't lay, It looks like my lower control arms are hitting frame. Do I need drop spindles or is there another route I can go? It looks like the fropnt is about an inch off the ground.

notch your lowers out where its hitting

Exactly. You've got to cut the lower arm to clearance the frame. You can lay an 18 on all stock stuff.

Ok thanks for help, I was thinking of doing that but I wasn't quite sure if that would screw with structural integrity where the c-arm bolts in but I guess not from what you guys are saying.

You might want to do spindles as well as you might find some serious wear on the inner tread of your front tires and spindles will help alot with that.
