The reason why nothing was done was probably because it was on the fairgrounds. It didn't happen on a public road where it is illeagal to drive without insurance. I don't think there is a law about driving without insurance in an area like that.

OR, could be the officers pockets got real big to not do anything. It's not what or who you know, it's how much cash you got!
