Well the frame is about 1/8" thick steel and sometimes the bracketry that you would weld to it goes up to 1/4", so anything that is rated to a minimum of that. I am using a Hobart Handler 140 MIG (Metal Inert Gas) welder with gas and it's rated up to 1/4" and it does the job but if you have access to something bigger then always go that route... a 220 machine would be ideal for frame work, but a decent welder can get away with the smaller machines if making sure the metal is clean and all joints are beveled for maximum penetration, good clean grounds and always try to avoid using an extension cord which will hurt the power current.
