Rust on 96 B2300

Hello,

I was wondering if some people could give their opinion on the following truck.


If you're on a computer, you can zoom in on the first picture, and if you look at the frame looking above the tires in the wheel wells, does it look like there some holes in the frame from rust, or are those holes supposed to be there
