Sounds like you have a injector stuck open or a bad fuel pressure regulator.

yeah i have a injector tester man I'm feeling lazy
how would i test the regulator?

You need a fuel pressure guage. Get the spec for your truck and put the guage on see how high it is. There should be a vaccum line on the regulator, pull it off check if there is fuel in it. If there is the diaphragm is prolly gone.

i figured out it has a bad pcm by doing what is know as a bump test (tap on the pcm cover).
