Keeping gas tank forward 2 link??

OK.. can i run my 2 link on shorter bars.. without screwing my pinion angle? Or... can i run my 2 link bars outside my frame inbetween the tire and frame?? Thanks for any help. Reason i want to do this is to keep my gas tank.
