when bagging the frount do you need to cut the wheelwells out?

You don't have to cut them out, just depends on your situation. What size wheels are you trying to lay out with?

16 inch suburban with 40 profile, and the bags are 2500

No. And someone will correct me if I am wrong, but you can bag and lay out with 16's w/o cutting out your entire fenderwell.

my buddy cut out his wheel wells and he was running 15's with a 50 series tire

If you are gonna lay frame flat you will want to cut the upper section of the front wheel wells, the rears will clear if you remove the pinch in the upper part of the well. I had 185/60/14 on the stock chromies and had to trim a small(8X10?)section from the front well tubs to lay frame, this was about 15 years ago so the exact hole size is really just a close guess. This allowed me to drag while slammed,i built some simple tubs from a 5 gal paint drum cut in half grafted them on and flat blacked the wells done only allowed the wheel to come thru about 1/2 inch so bag it,drop it and see if you really have to.But i think you will almost certainly have to.
