Are there any rules to follow? Such as how far it needs to go out. Does it have to go equal distance as the 2-links? does it have to be centered with the driveshaft? any other information. Is it better to use a wishbone instead of a Panhard bar?

All of the information is circumstantial. There aren't really any rules. It just needs enough triangulation to keep the rear axle centered, and it needs to be stiff enough to handle the loads of driving. The longer it is the more bracing it will need. Also the tabs on the frame and axle need to be beef. They, and the welds, will take a huge amount of stress.
