tomorrow i am going to be doing all the clearancing in the front suspension to bag it next weekend. i think i know what to cut off I'm just unsure of the best way to plate back in the holes that are left after cutting the cross member off the side of the frame. should i just plate the holes and call it good should i make a plate go from the lower hole up the side of the frame to the hole up above. how is the strongest safest way to reinforce for the removed material

Look at the thread how to fix my C notches in the suspension forum. I'm doing the same thing.

I would... The one in the middle of the frame between the upper and lower control arms. I read the frame could crack there, so I did it, Can't hurt anything just make it better.
