I have had cheap bolts cross thread, the best way is to thread them all the way by hand until the threads are out of the nut, then with the wrench to tighten them.
I jack the truck up and use my grinder with a cut-off wheel to trim the bolts. If you don't have one you can also use a hack saw.
Do you need to...I think yes. My freind didn't in his Nissan Hardbody. He hit a pothole on the freeway and the bolt grabbed the edge and flung the spring plate and u-bolts off the truck. He was lucky that no one was behind him, because the spring pack exploded sending leaves all over the road. Not to mention he had to get some body work done on the wheel well after that.
