likely some corrosion or crud on the threads up top there... put the bolt in, and then grab a small mirror (if you need) and a light to see whats going on... soak in WD40 or PB blaster for a couple days, a spray a day...lol if it's just crud, if the threads are damaged, then you may have to figure out something else, like getting a replacement, and then somehow cutting the damaged part off
