Question about torsion bars

I'm pretty new to these trucks so sorry for being kind of confused. I got a 91 b2200 about 3 weeks ago, pretty low when I got it. I read the sticky on adjusting the torsion bars after noticing that the truck is about an inch higher on the drivers side. I looked under the truck and both the bolts on the back of the bars where pretty low, un screwed quite a bit, it's not tucking tire but it's sitting on the bump stops, if I adjust them the correct way will it come off the bumpstops? And will I have more adjustability to make it level? My goal is the fender being level with the top of the tire, thanks in advance.

Crank them and if that doesnt lift it enough the reindex them one tooth. Make sure to mark where they were to start with.
