billet grill?

Ive got a billet grill on my taco and its been looking like this for awhile now:

How should I go about making it look like new again?

is the chrome chiping off or is that water spots?

use paint thiner or a paint stripper to get the old paint off, clean it well, and then repaint it all, once it drys, take a scotch brite pad and a block of wood behind it and sand the paint off, then polish it

that sounds good till the 'repaint it all'
forget that part... polish it first, then clean it up really nice, and put masking tape over the face of the grille, and then paint the backside and the insides... the tape will keep the face clean and then your done.
