Don't think this would be correct. If the low beam fluid was low, the high beam fluid would drain down and replenish it (seeing as the high beams are higher than the low beams). Typically this type of problem (low fluid) should only effect the high beams. Hope this helps Mikey.
As for the real problem - assuming both head lights have working low beam elements, another possible problem might be in the highbeam/lowbeam switch not working properly.
